I have the honour to acknowledge the receipt
of your despatch No.241 of the 24th of July, 1928, transmit-
ting copies of correspondence with the Board of Trade on the subject of the proposed amendment of the Hong Kong Merchant Shipping Ordinance, No.10 of 1899. The points which gave rise to the proposed amendment of the ordinance are not urgent, and in the circumstances I do not propose to proceed with the matter until the new Imperial legislation has been
passed.

I observe that the Zanzibar decree, a copy of
which was enclosed in your despatch, refers to native segmen only. Any legislation on similar lines appears unnecessary in this Colony for the reasons given in Sir R. E. Stubbs' despatch No.213 of the 1st of June, 1922, to which you refer in your despatch under reply.
